Our Central Government client based in London is currently recruiting for a Commercial Manager.

Role Profile

To manage and lead a team of procurement and contract management specialists and manage a range of commercial activity including contract management of suppliers and competitive tender exercises.

  • Work within a team supporting the business through policy development, planning, performance, service delivery and governance.
  • Support senior management in the delivery of an effective and efficient departmental service deputising where appropriate.
  • Manage projects, resources, programmes, planning activity or campaigns to ensure work is completed within agreed timescales/budgets and quality standards,
  • Manage the quality, secure handling and dissemination of data/information and develop policy, reports, procedures and manage data systems across business areas.
  • Develop and build internal and external partner relations working collaboratively to foster good relations.
  • Manage all commercial aspects of procurement and contract management in line with delegated authorities including leading negotiation on price and contractual performance issues.
  • Work with government departments and attend working groups, government committees/ meetings (as required).
  • Manage the quality of service delivery, business and supplier performance, to ensure continuous improvement in service standards (as required).
  • Provide input into assurance systems for contract management activity. Liaise with business owners and service delivery managers to monitor and record supplier performance and to support the delivery of corrective action plans if required.

Key Skills / Experience

  • Chartered Institute of Purchasing and Supply Certificate of Competence or equivalent qualification or willingness to study for membership of the Chartered Institute of Purchasing and Supply.
  • Qualification or recognised accreditation in one of the following:
  • MSP/Prince 2 management methodology.
  • An understanding of Public Sector procurement legislation and controls.
  • A good understanding of information management.
  • Project management techniques.
  • Analytical skills.
  • Excellent interpersonal skills.
  • Planning and organisational skills.
  • Information technology skills including proficiency in Microsoft Word and Excel.
  • Drafting/report writing skills.
  • Risk management.
  • Track record in the delivery of cost savings or service level improvements.
  • Proven experience of supervision or first line management.
  • Experience of planning/project work and working to tight deadlines.
  • Experienced in effective decision making.
  • Experience of analysing information from a range of sources.
