About the team
Job Purpose:
To provide clerical, administrative and financial support to the community support manager and to provide a high quality and responsive administrative systems to facilitate the following:

Effective financial management
Health and Safety
Use other systems to facilitate good quality data collection and monitoring of the efficient upkeep of all community support systems.

Knowledge, skills and experience

Qualifications/ skills and experience
Commitment to undertake NVQ level 3 (Customer services or Administrative training)
ECDL training or key skills (Information Technology)
GCSE English or equivalent
Manual Handling Certificate
Sign Language – Makaton, British Sign Language etc
PRICE training
Ability to demonstrate a sound knowledge/understanding of both personal and environmental Health and Safety issues
Experience of working within Financial Monitoring Regulations
Knowledge of computer based systems
Experience of our commitment to participate in supervision, performance management and personal/professional development programme
Recent experience of working in a team and at all levels in a confidential manner
An awareness of previous experience of working in partnership with other professionals and agencies
An understanding of the issues of inclusion, empowerment and participation that effect people with Learning Disabilities
Experience of personal participation in relevant meetings with colleagues and other professionals
Experience of working in a complex organisation

Key Accountabilities:
To ensure effective clerical and administrative support is provided to maintain the effective running of the locality community support services
Producing statistical information to inform management reports.
To ensure effective financial support is provided to maintain accurate information and costs of the locality community support service. This will include working to deadlines and require accurate and regular (at least weekly) updating of the community support management information system (CSMIS), providing current statistics on staffing and service users
To ensure that all relevant financial procedures, including Amenity Accounts, are in place to enable the safe and appropriate handling and banking of all monies, both cash and cheques
Ensuring accurate and regular updating of computerised systems. These will include commitment recording system; swift and CSMIS
To up-date local administrative databases and ensure that back-up routines are regularly carried out
To carry out training of office procedures as appropriate, to other staff. (e.g. timesheets and 602s)
Dealing appropriately with members of the public, service users and their carers, which may involve dealing with complaints in line with the agreed policies and procedures
To ensure the efficient operation of the reception area/office. This will include screening and prioritising of both telephone calls and personal visitors
To prepare, check and process for the entire locality community support services, overtime, attendance records and absence returns, for payment by the County Treasurer.
Maintaining all aspects of confidentiality in line with good practice and Essex County Councils Policy
Taking responsibility for dealing appropriately with any emergencies that may arise, including adherence to the Protection of Vulnerable adults from Abuse Policy (including Service Users).
Working flexibly as required to ensure the meeting of deadlines (e.g. end of financial year closure of accounts; weekly updating for finance charging department)
To maintain dignity at work manuals and other Policy documentation etc, and ensure that these are up-to-date and kept readily available and accessible to managers and staff
Working within the social Services policies including a commitment to undertaking and adhering to the principles of Total Communication, to facilitate effective communication with Service Users
Responsibility for ordering and control of stock as appropriate. Maintaining relevant records
