Are you a driven and experienced IT Architect who is passionate about utilise your technical knowledge and experience architect and develop IT solutions? If so, my client is currently recruit an IT Architect to join their team.

As a Head of Data Architecture, Transformation and Delivery you will be responsible for the management of the Data Architecture project portfolio and for planning and coordinating the business change. You will provide area leadership to the development of the products and platforms supporting the new Data Architecture in the ONS. This is part of the wider Data Transformation across ONS, to deliver on our ‘Better Statistics, Better Decisions’ strategy and help us to make better use of data held across government and within commercial organizations, delivering capability to the rest of ONS. This post is a key role within Data Architecture Division, which sits centrally within ONS, providing a cross ONS capability for structuring and managing the data that will be analysed for statistical production and other purposes.

The main responsibilities of the post are:

  • Manage dependencies of varying complexity, potentially planning and feeding into larger programmes and
  • portfolios
  • Remove blockers and manage risks, commercials, budgets and people
  • Balance objectives and can redeploy people and resources as priorities change
  • Have sufficient knowledge of agile and other methodologies
  • Is responsible for understanding, managing and communicating between complex stakeholder groups,
  • balancing priorities
  • Is the initial escalation point for projects and programmes under his / her management and must have an
  • awareness of the bigger picture
  • Leadership of the Data Architecture Portfolio - includes development/maintenance of plans; financial
  • management; key account leadership and monitoring and reporting to the other programmes and the wider
  • Data Transformation programme within Data Capability.

Person specification
You will need to demonstrate the following set of skills:

  • Commercial & Financial management - Able to support effective budget management within the constraints of the project(s). Able to act as the escalation point and resolve large or high risk commercial management issues Retains a continued awareness of the budget against actual cost incurred.
  • Communicating between the technical and non-technical - Able to mediate and mend relationships, communicating with stakeholders at all levels. Able to manage stakeholders’ expectations and facilitate discussions across high risk and complexity or under constrained timescales.
  • Lifecycle perspective - Understands the different phases of project delivery and is able to contribute to, plan or run these. Able to identify which tools and techniques should be used at each stage. Able to identify and deal with potential risks across or between all phases of the lifecycle.
  • Maintaining delivery momentum - Able to solve issues and unblock problems. Drives teams and sets the pace, ensuring teams are working towards delivery commitments. Able to engage in elements of risk management such as effectively managing and tracking the mitigation of risks. Able to manage various dependencies across teams, departments and government as a whole.
  • Making the process work - Able to identify what works best for the team and when to utilise certain
  • processes. Understands that all steps in a process must add value. Able to influence and make positive changes to the organisation.
  • Planning - Able to take a continuous approach to planning, forecasting, estimating, managing uncertainty, metrics and measurements, contingency planning and roadmapping. Able to communicate the plan, planning assumptions and progress to a range of stakeholders. Maintains the cadence of delivery and manages the relationships between different people within and across teams.
  • Problem ownership - Understands and identifies problems, analysing and helping to identify the appropriate solution. Is able to classify and prioritise problems, document their causes and implement remedies.
  • Understanding constraints - Able to understand and work within the given constraints (including but not limited to technology, policy, regulatory, financial, legal, social user constraints) and to challenge constraints that can be changed. Capable of ensuring compliance against constraints by adapting projects where needed. Works with and challenges senior stakeholders
