Job description

Business Architecture Branch (BAB) sits at the heart of the Census Transformation Programme. It has responsibility for the end to end design of census services and the assurance of the interfaces between services. The Team is responsible for the delivery and maintenance of the Target Operating Model(TOM) which guides planning and delivery across the programme, setting scope definitions and managing the assessment of change.

The Branch Resource Managers overall aim is to ensure suitably skilled resources are available to support the development and maintenance of the TOM and the development and implementation of the service integration strategy.

Specifically the post holder will:

  • Establish a plan of Business Architecture, Business Analysis and Service Integration Resources that are required within Business Architecture Branch to capture the requirements across all census related projects in the lead up to the 2019 Census Rehearsal, 2021 Census and the Admin Data Census.
  • Manage the allocation of these resources to specific assignments taking account of business needs, individual aspirations and capability level and assignment priority.
  • Manage the professional development of staff to enable flexibility in a pool of highly skilled professional Business Architects and business analysts.
  • Work closely with the Branch head to promote the work of the team and team achievements with a focus on areas of added value. Ensuring there is a broad understanding of the role of and services provided by the team.
  • During period of peak demand you may be required to lead specific Business Analysis related tasks.

For this role a good outcome will be a happy, highly skilled team which operates at the heart of census, driving forward delivery, proactively responding to changes in demand and delivering quality outcomes with BAB being considered a central, critical driver in the successful delivery and operation of the Census.

Person specification

Essential Criteria:

The successful applicant will have a background in either Business Architecture or Business Analysis

  • They will be keen to share their knowledge through coaching and mentoring of team members.
  • They will have strong leadership and communications skills with experience of engagement with groups of people across all levels of seniority to generate commitment and enthusiasm for specific goals as well as to gain an understanding of individual project needs.
  • Strong organisation skills and a decisive approach will be important in planning and managing a flexible workforce.
  • It is important that the applicant has an interest in developing others, being willing to share their own experience as well as advising on career development paths and organising appropriate development opportunities to enable individuals to achieve their aspirations.
