Operations Manager (ITOC)


Manchester (Soapworks) – £35,114 - £40,380 + excellent benefits + training package + the potential to gain a Recruitment Retention Allowance (RRA)

Operations Manager – we are looking to recruit an Operations Manager to join a recently formed IT Operations Centre (ITOC) service that will provide real time monitoring of the core technology, infrastructure, applications and services within the Home Office under the direct management of HO Digital, Data and Technology division (Live Services), providing a holistic single operational view of our enterprise estate, related technologies, services and complex interfaces.


  • Assist the Head of ITOC by managing the ITOC operational delivery, ensuring team effectiveness is maximised in this area and service levels are delivered and maintained.
  • Provide strategic direction to the ITOC to ensure services are available for customers.
  • Drive and assist in continual service development and improvement to grow the maturity of the ITOC.
  • Provide leadership and management for operations team members, including all aspects of performance and attendance management.
  • Ensure the operations team have the relevant development and capability to maintain ITOC’s operating model.
  • Act as a role model for the professional behaviours expected within the team managing staff issues and team morale.
  • Involvement in recruitment to enhance the capability of the ITOC.
  • Performance management and reviews focusing on developing team members and the service the ITOC provides.
  • Regularly review the operations team’s capability, and in discussion with the Head of ITOC and Tier 2 shift leads, look to implement and improve processes, tools and capability.
  • Stakeholder management, influencing and managing a range of high profile stakeholder groups and a mix of contact and permanent staff.
  • Assist with delivering briefing sessions
  • Involvement in onboarding various datasets, ensuring that they align to ITOC operational priorities and capability.


Essential Criteria:

  • Someone who is proactive and able to drive the team forward to deliver in a fast-paced environment.
  • Ability to manage own time and priorities effectively, as well as working as part of a team directing operational workloads and activities.
  • Strong interpersonal skills and the ability to build effective relationships with colleagues at every level within the organisation.
  • Proven experience of operational team management, in a fast paced IT environment.
  • Good organisational skills and the ability to develop and implement effective administrative processes.
  • Good analytical and communication skills.
  • Experience of stakeholder management and interaction with a range of stakeholders, including contractors, up to Director Level.

Desirable Criteria:

  • Have a strong IT background and experience of working in a NOC or SOC environment.
  • Knowledge of Home Office HR policies and procedures, including attendance management, performance management and recruitment.
  • Experience of governance and change management.
  • Experience of managing a 24/7 operation including rota management.
