Sellick Partnership are exclusively recruiting for a Senior Accountancy Officer to join a well-established organisation based in Walsall for the next 6 months minimum.

The purpose of the temporary Senior Accountancy Officer will be to assist with the monthly monetary budgeting, budget forecasting and the final accounts at year end.

PURPOSE OF THE SENIOR ACCOUNTANCY OFFICER:

  1. To effectively manage yourself and the staff for which you are responsible, including ensuring at all times the following
  • Written procedures for all team roles are prepared and monitored
  • Deadlines are effectively managed, prioritised and met
  • Adequate staff cover to ensure maintenance of an effective finance service both within the team and across the finance service where appropriate
  • Resources aims, objectives and priorities are met
  • Performance is maintained, managed and reported in line with EPA guidelines
  • Service improvement, change management and process developments are implemented
  1. To deputise, in the absence of or in place of, the lead accountant, finance manager or finance account manager where necessary
  2. To operate consistently within the Working Smarter principles including the Delivering Right, Fast and simple operating model
  3. All duties must be undertaken within the companies Equal Opportunities policy and with regard to the Code of Conduct
  4. All duties must be undertaken within national and local Health & Safety Regulations policies on an individual and collective basis
  5. To work at all times in accordance with Financial Contract Rules

MAIN ACTIVITIES OF THE SENIOR ACCOUNTANCY OFFICER:

  1. Provide value added financial advice and support to all customers of the service
  2. Support an integrated approach by working across the service as required
  3. responsible for dealing effectively and proactively with customer comments, enquiries and complaints
  4. Support senior managers in the implementation of corporate initiatives
  5. To provide comprehensive reports and briefings and active participation in meetings as a representative of finance
  6. Ensuring proper financial controls and governance arrangements are in place for all aspects of service delivery
  7. To actively contribute and participate fully in the efficient and effective deliver of all finance activities including
  • Final accounts and external audit liaison
  • Budget setting and estimate preparation including costing of savings and investment proposals
  • Resource allocation
  • Medium term financial planning processes
  • Grant claims and administration in line with grant manual and protocols
  • Government and statistical returns including RO/RA forms, PSSEX1, benchmarking data
  • Preparation of corporate and service based budget books and accountability memos
  • Support to managers with their budget monitoring and forecasting processes
  • Input into Use of Resources, key performance indicators and national and local targets
  • Ensuring maximisation of external funding to support service delivery within current frameworks and with regard to the Authority’s Accountable Body status
  • Treasury management policies and strategy including banking processes
  • To ensure that all external and internal income is maximised, correctly recorded, recovered and reported.
  • LIST IS NOT EXHAUSTIVE
  1. Ensure compliance with guidelines protocols and legislation and advising senior managers of effects of any amendments or issues arising
  2. Develop and maintain effective working relationships with all the companies officers, customers and partners
  3. Identify and report upon any financial risks resulting from changes in political, operational, technological or environmental factors
  4. To support the company to achieve value for money in all activities
  5. To ensure appropriate internal controls are established and working to meet s151 officer responsibilities
  6. To provide support to all internal and external audits ensuring compliance with all recommendations
  7. Any other duties commensurate with the grade required to deliver and develop the service as it supports the companies vision, aims and objectives

THE SUITABLE CANDIDATE WILL HAVE THE FOLLOWING:

  • Member of CCAB body undertaking active CPD, or actively studying for a CCAB/CIMA qualification, or proven experience of providing accountancy services with a willingness to study and gain a CCAB/CIMA qualification.Good understanding of book keeping and accountancy
  • Experience of management accounting
  • Experience of budget setting techniques and processes
  • Experience of providing accountancy services within a large organisation
  • Able to demonstrate high technical ability to ensure accounting standards and codes of practice are understood and adhered to
  • Ability to develop business cases and financial summaries using appropriate tools and techniques
  • Proven analytical ability in interpretation of information
  • Ability to implement and adhere to corporate policies, such as Equal Opportunities, and a wider understanding of workplace issues, such as Health & Safety
