Job Title: Associate Commercial Specialist – Building Safety Programme MHCLG


Following the Grenfell Tower fire MHCLG has established a Building Safety Programme. The programme focusses on remediating fire risks in existing high rise residential buildings to make them safe now (prioritising Aluminium Composite Material - ACM – cladding and fire doors), while developing reforms (starting with the Hackitt Review) for a new regime to ensure greater safety of buildings in the future.

The Secretary of State for Housing, Communities and Local Government has set out two aims: (i) to ensure buildings are remediated and made permanently safe as swiftly as possible; and (ii) to protect leaseholders from bearing the cost of remediation

The Remediation work stream encompasses remediation of high rise buildings with ACM cladding, fire doors and actions to address any other fire hazards that require urgent remedial action.

A project is underway currently to ensure that unsafe ACM cladding is removed and replaced on high-rise buildings.

The Opportunity

This is an opportunity to play an influential role in:

Shaping the Government’s long-term response to one of the highest profile political issues it faces – a response that will have an impact on all players operating in the built environment sector.

Supporting the Commercial Director in the development of a strong and influential Commercial function in MHCLG

.We lead on behalf of Government in the following areas:

Housing, including building more homes, improving the provision of social housing and ensuring the safety of high-rise residential buildings following the fire at Grenfell Tower in June 2017.

Oversight of the local government system, including risk,

finance and priority services such as Troubled Families

and social care.

Promoting and supporting strong and integrated communities, and leading relationships with faith bodies and institutions.

Devolving powers and funding to local authorities and metro mayors, and supporting and helping local areas to develop and implement local economic strategies. This includes oversight of the delivery of EU structural funds through the transition to Brexit.

The Group consists of the core department and eleven Arms Length Bodies (ALBs). Collectively we oversee we oversee £17bn of spend, of which just under £7bn is local government finance, and have over 3,000 full time equivalent staff.

Our agenda has grown in size and significance. The Autumn Budget, the Government’s manifesto and its new plans have set us an ambitious new agenda for housing delivery, and new Green Papers on integration and social housing and a final Industrial Strategy focused on place. Work is well underway to develop a three year business plan that will set out what we need to do, the resources we need to deliver and how we will work most effectively.

We have recently appointed the Department’s first Commercial Director to lead a new Function, with the aim of strengthening commercial capability. The Commercial Director will provide leadership to the new function and expert advice to Directors General, the policy and delivery teams, acting as an agent for change, driving up commercial capability across the Groups (including its Arm’s Length Bodies).


This is a key commercial role within Central Government, and as such is employed within the Government Commercial Organisation (GCO), part of the Cabinet Office. GCO employees all work on assignment within departments across government.

This role will see you initially assigned to the Commercial Function of MHCLG.

The Role

The Commercial Director has now been asked to provide professional support to the Building Safety Programme. This will be the first appointment to a Commercial team tasked with supporting the overall programme, which includes the long-term reforms that will follow the recommendations of the Hackitt Review.

This role will focus on the Remediation work stream initially, with the first project being to lead the development of an intervention strategy to remediate a segment of buildings that are owned by smaller building owners and investment companies.

This person will be part of developing the Commercial Blueprint for MHCLG, and be expected to make a contribution to the design and development of the Commercial Function in MHCLG.

Key Relationships

The Associate Commercial Specialist needs to develop and coordinate extensive external and internal relationships.

External – building owners and leaseholder including investment companies that own buildings.

The Person

You will have experience of leading strategic commercial relationships, performance and delivery at a senior level, in a complex and political stakeholder environment.

You may have many years of experience and for you this role would represent an opportunity to operate with a degree of autonomy not often found in large corporate organisations. You will have the chance to bring your experience and skills to bear, as the pinnacle of your career to date.

You may only have a few years in a senior role, but are senior nonetheless - a high achieving star performer, looking for the chance to consolidate your experience of strategic relationships and managing performance through commercial constructs with your next big move. You would find a platform in this role to take your credentials, network and impact to the next level.

You will need to be comfortable working at all levels within an organisation – from the strategic to the operational, and have the energy, motivation and drive to deliver outstanding results over the next few years as the transformation in performance you will drive begins to bear fruit.

You will thrive under the microscope, understanding the importance of performance measures and reporting – taking pride in your achievements and not shying away from the challenge.

Key Criteria

To be successful, candidates will need to demonstrate capability against the following criteria:

Practice in business development including analysis, development and management of service areas value proposition, with evidence of continuing commitment to improving design and delivery.

Knowledge in complex commercial relationship management and contracting processes. Deep commercial experience with a track record of delivery in challenging commercial environments.

An experienced and successful leader, with outstanding relationship building and stakeholder management capabilities with suppliers, clients and colleagues alike.

A highly developed strategic thinker, yet with a history of operational delivery at senior levels;

A diplomat, with deep practice of “politics” in complex organisations

The individual should bring the following experience

Have operated in the built environment sector

Be familiar with the commercial aspects and the industry structure associated with property development and construction.

Additionally, a knowledge of property freehold and leasehold agreements would also be an advantage.
